Government Rehabilitation and Assistance Program for October 7 Massacre Survivors Extended by Three Years

Israel's government has extended its rehabilitation and assistance program for October 7 massacre survivors by three years, allocating 60 million Shekels for.

Jerusalem, 5 July, 2026 (TPS-IL) — The Government approved a resolution to continue developing the support framework for survivors of the October 7 massacres, with the aim of ensuring therapeutic continuity, rehabilitation, and resilience strengthening, with a total cost of 60 million Shekels ($19.9 million).

It will span the years 2026–2028, and the Ministry of Welfare will operate a personal accompaniment model (case manager), will provide expanded support for survivors’ families, will operate dedicated programs for addiction treatment and prevention, and will allocate 45 new social worker positions to social services departments in local authorities.

The new Social Workers will have funding of up to 6.75 million Shekels ($2.2 million) per year.

In addition, four million Shekels will be allocated for the development of dedicated support programs for family members bearing the burden of long-term accompaniment, and 3.3 million Shekels for reducing and preventing the use of addictive substances and for treating addictions that worsened following the trauma.
