New Plan to Provide Discounted Housing Opportunities to Military Reservists Approved

Israel's Israel Land Council approved a new plan to offer discounted housing and land acquisition benefits to military reservists.

Jerusalem, 27 April, 2026 (TPS-IL) — The Israel Land Council, headed by Minister of Construction and Housing Haim Katz, approved the “From Reserves to Developers” plan: At least 50% of the apartments in the ” Apartment at a Discount” program will be allocated to people serving in the military reserves. Reservists will also benefit from “significant benefits” in land acquisition, priority in long-term rental lotteries and designated tenders.

In the upcoming lottery for the “Apartment at a Discount” program, at least 50% of the apartments will be allocated to active reserve soldiers, with approximately 25% of the total quota reserved for reserve soldiers.

In addition, reserve soldiers will be given a significant benefit in building a house (Build Your Home) in RAMI land auctions, in order to facilitate the purchase of plots and expand the housing options available to them.

In the long-term rental sector of “Apartment for Rent,” it was determined that all apartments for long-term rental until the end of 2028 (at a discount of 20% of the market price) will be allocated at a rate of 100% to reserve soldiers and eligible IDF widows.

Also, as part of the program, the Israel Lands Council approved a series of additional benefits that will assist in realizing eligibility and increasing the chances of actually winning. In tenders in which 100% priority was given to reserve soldiers and there was not a sufficient response, a “closed tender” model will be implemented for reserve soldiers only.

A minimum price will also be set with a discount mechanism of up to 30% of the market price, in order to ensure economic viability and actual success, and a dedicated level will be added for reservists who improve their housing.
