A US Ambassador Takes Over the Gaza Nerve Centre in Kiryat Gat

The United States ambassador to Yemen, Steven Fagin, has been appointed by Secretary of State Marco Rubio to head the American command centre in Kiryat Gat, in Israel's Southern District. Fagin toured the centre with Rubio on the day of the announcement.

According to information released by the US State Department, Fagin will carry diplomatic and civilian responsibilities alongside the centre's military work relating to Gaza. The original announcement rendered his surname as Feigin; American and Israeli reporting on the centre gives it as Fagin.

What the Kiryat Gat centre actually does

The site is the Civil-Military Coordination Center, set up on 17 October 2025 by United States Central Command as part of the American plan for Gaza after the ceasefire. Its two declared tasks are facilitating humanitarian aid into the Strip and monitoring compliance with the truce. It is co-led by Lieutenant General Patrick Frank, commander of US Army Central, and by Fagin as the civilian counterpart, and it coordinates working groups on engineering, civil governance, humanitarian issues and security with close to 50 countries and organisations, the Long War Journal reported in November 2025. About 200 American military personnel were deployed at the outset, a figure that had fallen to roughly 150 by that point as international representatives took on more of the work.

The centre is one of the monitoring arrangements written into the ceasefire brokered by Washington, which also set the withdrawal line inside Gaza that Israeli forces pulled back to, according to the Council on Foreign Relations. No American troops entered Gaza itself under the arrangement; around 200 were sent to Israel in late 2025 to monitor the ceasefire and help with aid delivery.

Kiryat Gat is a small industrial city in Israel's Southern District, close enough to the Gaza boundary for the centre to run day-to-day coordination but outside the Strip itself. The choice of an ordinary warehouse there, rather than a base inside Gaza or a capital abroad, reflects the design of the whole arrangement: American oversight conducted from Israeli soil, with the work of aid delivery and ceasefire monitoring handed to a mixed body of governments and agencies.

How it has worked in practice

The building is laid out with Israeli staff on one floor, US troops on another, both restricted, and a public meeting space in between. One diplomat quoted in the same report said the decisions were in fact taken elsewhere, by a team in Tel Aviv supervised by Aryeh Lightstone, an associate of the US Middle East envoy Steve Witkoff. By December 2025 the early enthusiasm had cooled: aid organisations working with the centre said Israeli restrictions on what could enter Gaza were essentially unchanged, and diplomats complained that the political questions about who would govern the Strip were not being addressed, the Times of Israel reported.

What is still unclear

The announcement was brief and left most of the substance open. It did not say what Fagin's title at the centre would be, whether he would give up his ambassadorship to Yemen, how long the posting would run, or what authority he would hold over the military side of the operation. The State Department did not publish terms of reference alongside the appointment.
