The city gap

Groceries cost the same in Be'er Sheva as in Tel Aviv

The city buttons scale rent and arnona and nothing else. ₪2,800 of groceries, ₪700 of utilities and ₪200 of phone and internet are the same line on all five presets, so the whole ₪4,523 a month between the dearest preset and the cheapest one is housing.

The variables

The three things that actually decide your budget

Picking a different city moves the total by ₪4,523 a month before you change a single line. The other two work on the same scale.

Where you live

The gap between Tel Aviv and everywhere else is the single biggest variable in Israeli household finances, and it is a housing gap rather than a general price gap. Your groceries cost roughly the same in Be'er Sheva as in Tel Aviv; your rent does not. Olim who pick their city on community rather than price often absorb a permanent 30% cost premium without deciding to.

Whether you own a car

Israel taxes new cars heavily, and insurance and fuel are both expensive. In the dense centre of the country, going without one is genuinely practical and is the largest single saving available to most households.

Where your income comes from

New olim pay no Israeli tax on foreign-source income for ten years. For someone arriving with remote work, a pension or investments abroad, that provision is worth more than every other absorption benefit combined, and it is the reason the arithmetic can work on paper even when Israeli salaries look low.

Cost is only half the decision; the other half is who else is there. The aliyah data shows the towns each country's olim actually chose, which is a better guide to where you will find your language spoken than any list of averages. Americans concentrate in Jerusalem, Beit Shemesh and Modi'in; French olim in Netanya and Ashdod; Russian speakers in Haifa, Bat Yam and Nof HaGalil.

Frequently asked questions

Is Israel expensive?+

Housing and cars are expensive, groceries are moderately expensive, and services are cheap. Israelis pay European prices on a salary that is below the Western European average, which is why the cost of living is a permanent political issue rather than a passing complaint.

What costs more than people expect?+

Cars, by a long way: purchase tax roughly doubles the price of a new car, so a vehicle that costs $30,000 elsewhere costs far more in Israel. Housing in Tel Aviv is the other shock. Dairy, meat and packaged groceries also run high.

What is cheaper than people expect?+

Healthcare, mobile and internet, public transport, fresh produce in season, and childcare from age three when the state system takes over. Israeli mobile plans in particular are among the cheapest in the developed world.

How much cheaper is it outside Tel Aviv?+

Substantially, and it is almost entirely housing. Rent in Be'er Sheva or Haifa can be half of Tel Aviv for the same apartment, while groceries, utilities and phone bills barely move. That is why the city selector above only scales the housing lines.

What financial help do new olim get?+

A sal klita absorption basket paid in monthly instalments over the first six months, rent assistance for the first year, customs exemptions on shipping a household, free Hebrew ulpan, and a ten-year exemption from Israeli tax on foreign-source income. The exemption is the largest of these by value for anyone with income abroad.
