Boaz Yosef Returns to Israel's Immigration Authority, Now at the Top

A search committee has selected Boaz Yosef to be the next director general of Israel's Population and Immigration Authority. The committee, chaired by the Interior Ministry's director general, Israel Ozan, met on a Monday morning and determined that Yosef was the most suitable of the candidates, according to the statement announcing the decision.

Yosef served as deputy director general of the authority several months previously. He came to the post from the Ministry of the Interior, where his most recent job was the chairmanship of a committee in Tiberias; the statement's translation did not specify which body, though Ynetnews reported that it was the appeals committee there. Before that he was the ministry's Northern District supervisor, and earlier in his career he held a number of senior municipal positions.

What the authority actually does

The job is larger than its title suggests. The Population and Immigration Authority (usually shortened in Israel to PIBA) sits under the Ministry of the Interior and was established in 2008. It runs the population registry, issues passports and identity documents through dozens of local bureaus, regulates the employment of foreign workers in sectors including nursing, agriculture and construction, operates Israel's international border crossings by air, land and sea, and handles enforcement against people staying in the country unlawfully as well as asylum claims.

That combination means the authority is simultaneously a records office, a labour regulator, a border force and an immigration enforcement agency. For anyone who arrives in Israel (a new immigrant, a foreign caregiver, a tourist, an asylum seeker), it is the body that decides on documents and status.

Where the post sits in the aliyah machinery

The authority is also one of the bodies that processes immigration under the Law of Return and related decisions, working alongside other arms of government. When the Israeli cabinet approved the immigration of the remaining Bnei Menashe community from north-eastern India in November 2025, The Jewish Chronicle reported that eligibility would be assessed by a group of bodies including the Chief Rabbinate, the Conversion Authority, the Foreign Ministry, the Jewish Agency and the Population and Immigration Authority. Decisions of that kind end up at the authority's counters.

What the committee said

Ozan, as chairman of the search committee, framed the choice around scale rather than immigration policy. "Boaz Yosef has rich and diverse experience in leading large organizations, both in the municipal field and in Public service," he said. "With the experience he has accumulated over the years, the committee members believed that there was no one more suitable than him to lead the Population and Immigration Authority in its great challenges."

The statement did not spell out what those challenges are.

The statement gave no start date, no indication of who Yosef succeeds, and no account of how many candidates the committee considered or how it ranked them. It set out no policy priorities for the incoming director general, and it did not say whether the selection required any further approval before taking effect.
