Israels Publishes Citizens Guide on AI
Israel's National Digital Directorate has published a guide for the responsible use of Artificial Intelligence in the public sector.
Jerusalem, 19 May, 2026 (TPS-IL) — Israel’s National Digital Directorate, in collaboration with the Department of Consulting and Legislation at the Ministry of Justice, is launching the Guide for the Responsible Use of Artificial Intelligence in the Public Sector.
The guide was published after a broad consultation process with experts and leading figures from government bodies, the Private Sector, academia and research institutes. The guide is designed to support the implementation of AI in the public sector, while applying principles of organizational governance and risk management.
This publication comes after consultation with over 50 key stakeholders and relevant representatives from various government bodies, the private sector, academia, and research institutes. The guide offers a systematic, value-based, and dynamic outline for implementing artificial intelligence in civil service.
It focuses on three axes:
1. Defining common principles for the responsible use of Artificial intelligence, based on the OECD principles on the subject;
2. A structured organizational concept and procedures that enable the implementation of those principles;
3. Risk management process in artificial intelligence system implementation projects, depending on the level of risk inherent in the relevant system.
Among other things, the guide emphasizes the need to examine the risks of the system alongside the expected benefits. It suggests building flexible risk management processes, where appropriate, to enable controlled experimentation. It emphasizes the need to examine the use of technological tools to deal with known AI risks such as biases, hallucinations, and potential privacy violations.
