High Court Rejects Bid to Shut Down Five Arab Giant Chop Shops

Israel's High Court denied a petition to shut down five illegal car scrapyards in western Binyamin, citing existing enforcement measures.

Jerusalem, 20 August, 2026 (TPS-IL) — Supreme Court Justices Alex Stein, Yechiel Kasher and Gila Kanfi-Steinitz on Thursday rejected a petition filed in March by the Regavim movement and the Binyamin Regional Council, seeking to compel the defense minister, the IDF Central Command chief and the head of the Civil Administration to immediately take enforcement and demolition measures against five large, illegal and polluting car scrapyard complexes in western Binyamin.

The court accepted the state’s position that “a series of enforcement actions” had been taken, including the issuance of various orders, and therefore found no grounds to intervene in the authorities’ discretion.

According to the petition, the illegal scrapyards are located in Area C, which is under full Israeli control, and pose a serious security and safety threat. Thousands of vehicles taken off the road are brought to these scrapyards, where they are dismantled for spare parts or returned to service and driven on roads throughout Judea and Samaria without a license.

Regavim noted that numerous terrorist attacks have been carried out using these unregistered vehicles. The scrapyards are also a major driver of the vehicle theft industry in Israel.
