The tours were conducted by home front officers and certified protection engineers. According to the recommendations formulated by the professionals, it was decided to approve an exception for gatherings of up to 150 participants in Habima Square in Tel Aviv. Contrary to the claims, the position was coordinated with the Military Advocate General’s Corps. The position was transferred by the Military Advocate General’s Corps to the High Court Petitions Department so that it would be conveyed through the accepted channels.
