Compensation plan for salaried employees – Operation “Lion’s Roar”

The Ministry of Finance presents the framework rules for a compensation plan for salaried employees, which was formulated in accordance with the policy of Finance Minister Bezalel Smotrich, and according to the frameworks that were practiced in the past; at the beginning of the ‘Swords of Iron‘ war and the ‘With the Lion’ operation. 

A plan for businesses will be published later, after it is formulated in partnership with the Histadrut and the Presidency of the Business Sector.

The compensation plan for salaried employees will operate as follows:

– An employer, with the employee’s consent, will be able to place an employee on unpaid leave, and for the period of unpaid leave, the employee will receive unemployment benefits from the state, depending on meeting the eligibility criteria.

– The plan includes several key relaxations in the eligibility criteria for unemployment benefits, as implemented in previous systems, including shortening the period of unpaid leave that grants eligibility for unemployment benefits from 30 days to 14 consecutive days.

– Additional relaxations include shortening the required qualifying period (the employee’s period of employment to date), non-deduction of the employee’s vacation days, and cancellation of the waiting days stipulated in the law.
