Jerusalem, 26 May, 2026 (TPS-IL) — The Israel Police, in a joint operation with the Shin Bet (Israel’s anti-terror General Security Service), say they have exposed a terror infrastructure of Arab Jerusalem residents, which was operated by a terrorist operative residing in France.
Five Jerusalem residents, members of the Popular Front terror organization, were arrested in November and December 2025 on suspicion that they were recruited by the organization’s operative, Salah Hamouri, with the aim of advancing terror activity in Israeli territory.
Hamouri, who the police described a senior terrorist operative in the Popular Front organization, has been acting against the State of Israel for years. Due to his involvement in terror activity, his Israeli residency was revoked in 2022, and he moved to reside in France.
Since then, Hamouri has been in contact with terror elements operating on behalf of the “Shia Axis” to direct attacks and terror activity in Israeli territories. In this context, Hamouri “exploits his origins and connections to Israeli territories in order to recruit local terrorist operatives, and this in parallel to the overt activity he promotes on the Palestinian issue,” said the police.
An investigation found that during the years 2024 and 2025, Hamouri met with the suspects in Europe and recruited them to establish an infrastructure for carrying out terror activity in Israel. For this purpose, Hamouri equipped his recruits with a phone for encrypted communication.
In addition, various actions carried out by infrastructure members to advance terror activity in the Jerusalem area were exposed.
Indictments were filed against two of the involved parties, the brothers Yazid and Saeed Dado, for offenses of active membership in a terror organization, prohibition of using property for terror purposes, conspiracy to commit a crime, and also attempt to conspire to commit a criminal offense that is an act of terror.
