Israel Approves National Flood Management Plan

Israel's government has approved a national flood management plan, mandating hydrological considerations in all planning and construction nationwide.

Jerusalem, 22 February, 2026 (TPS-IL) — The Israeli government on Sunday approved a national outline plan to address flooding, following three years of inter-ministerial work led by the Ministry of Agriculture and Food Security and the Planning Administration. The plan creates a binding framework requiring hydrological and runoff considerations at the earliest stages of planning and construction, and obliges all development bodies nationwide.

The plan also aims to preserve floodplains, regulate runoff sites, and strengthen protection of streams as natural infrastructure amid climate change and rapid development. Approved by the National Planning and Building Council, the plan enters into force immediately across Israel.
