Israel Continues Reforms in Waste Management

Israel takes steps to improve waste management with new reforms aimed at increasing recycling rates and competition in the packaging market.

Jerusalem, 20 November, 2025 (TPS-IL) — The packaging market will be opened to competition. Israel’s Ministry of Environmental Protection published today (11/20) for public comments a legal memorandum amending the Law for Regulating the Handling of Packaging, 2011. The legal memorandum is intended to improve service to the public, open the packaging waste market to balanced and controlled competition, increase recycling rates, and improve supervision and enforcement of the implementation of the law by manufacturers and importers.

Main points of the proposed amendment:

Raising recycling targets in law according to standards accepted in the European Union
Setting a target for recycling from the household sector, whereby at least 50% of packaging waste will be collected from households
Opening the market to competition between recognized entities, alongside a coordination and balance mechanism to maintain the level of service to the public
Expanding the use of recycling bins to recycle additional products made from materials such as plastic, glass, metal, paper and cardboard, which are not necessarily packaging.
Mandatory registration in a register of manufacturers and importers that will be transparent to the public and enforcement bodies to improve control and reduce the phenomenon of manufacturers and importers who violate the law
