Israel Tests New Employee Retention System

Israel's Civil Service Commission unveils "Tnufa," a data-driven system developed with Mazor Medical Center and CBS to predict and prevent employee departures.

Jerusalem, 26 May, 2026 (TPS-IL) — As part of the Civil Service Commission’s GovLab innovation program, teams from the Mazor Mental Health Medical Center in Acre, in conjunction with The Central Bureau of Statistics, presented the “Tnufa” (amplitude) system – a data-based system designed to identify in advance the risks of employee departure and management crises.

The Mazor team recently presented the prototype of the “Tnufa” system at the Google campus in Tel Aviv, as part of the Innovation Lab’s closing event. The system was developed over the past six months by a combined team of the Mazor Mental Health Center, the Central Bureau of Statistics, and the Civil Service Commission, along with other public bodies as part of the “Innovation Accelerator” program in human resources.

The “Tnufa” system is a proactive, data-based system designed to assist in the early identification of employee departure phenomena and management crises in the public service. The system is designed to deal with a situation of “management blindness” – a situation in which managers are only exposed to an employee’s intention to leave when the resignation letter is already on their desk.

Sudden departure of employees may harm the functional continuity of the organization and lead to a waste of resources. The “Tnufa” system centralizes existing information and transforms it into managerial insights, using a smart “stability meter” that allows for the identification of trend changes, the identification of risk factors, and the provision of real-time alerts to managers. The system is designed to enable managers to act to retain employees even before a decision is made to leave, thereby strengthening organizational stability and continuity in the public service.
