International Travel to Israel Still Down in October

Jerusalem, 30 November, 2025 (TPS-IL) — Israel’s Civil Aviation Authority released the data on passenger and cargo traffic at Ben Gurion Airport between October 2022 and October 2025. The data allows for an examination of the changes in passenger and cargo traffic between the period prior to October 7, 2023 and the period between November 2023 and October 2025, when the fighting in Gaza ended.

The main findings derived from the presentation are:

The volume of international passenger traffic during October 2025 was approximately 10% lower than the volume of passenger traffic during October 2022.

El Al’s market share during September and October reached approximately 32% of international passenger traffic and is significantly higher than El Al’s market share during October 2022 and September 2023 (approximately 21%). The downward trend in El Al’s market share is likely to continue in line with the expected significant increase in the aggregate flight supply of foreign companies currently operating at Ben Gurion Airport (shown in the appendix) and the expected return to activity at Ben Gurion Airport of a number of foreign companies out of the 24 companies that operated flights to Ben Gurion Airport before October 7 and do not currently operate flights to the airport (shown in the appendix).

The market share of Israir and Arkia during October 2025 was 11.5% and 8.9% respectively, compared to 4.6% and 4.2% respectively during October 2022.

The volume of departures of Israelis during October 2025 was similar to the volume of departures of Israelis during October 2022.

The volume of tourist arrivals to Israel during October 2025 was approximately 60% lower than the volume of tourist arrivals during October 2022.
