Total levies collected from surplus profits on natural resources until the end of 2025 rose to 8.8 billion NIS
Israel Tax Authority collected 8.8 billion NIS in natural resource profit levies by December 31, 2025, with 7.3 billion NIS finalized.
The Israel Tax Authority announces that total levies collected as of December 31, 2025, in respect of oil profits and surplus natural resource profits amounted to 8.8 billion NIS, of which 7.3 billion NIS are final (concluded) levies. Overall, approximately 1.3 billion NIS was collected in 2025, compared to approximately 1 billion NIS in 2024. About 1.2 billion NIS became final, compared to 1.4 billion NIS in 2024.
Non-final levies are those collected as advance payments or as tax withheld at source during the tax year, and their collection is not yet final. Following the end of the tax year, in accordance with the amount of the levy calculated in the submitted annual report, all or part of the levy will become final. Final (concluded) levies are those collected based on annual reports submitted by oil and natural resource rights holders, as well as levies collected following a final tax assessment.
The Tax Authority transfers the collected levy funds (final and non-final) to the Accountant General at the Ministry of Finance every quarter. The Accountant General manages the non-final levies in an interim fund until they become final, and transfers the final levies to the “Citizens of Israel Fund” once per quarter, along with investment profits (or minus losses), after converting them to foreign currency.
Levies on surplus profits from oil and natural resources are collected in accordance with the “Natural Resources Profit Taxation Law.” Under this law, funds received from the levies are managed according to the provisions of the “Citizens of Israel Fund Law.” The fund’s objective is to manage state revenues from natural resource profit levies with a long-term economic perspective to maximize profit and ensure the fund’s existence for future generations. In addition to the levies on oil and surplus natural resource profits designated for the Citizens of Israel Fund, oil and natural resource exploitation rights holders also pay income tax and royalties, which enter the regular state budget.
