Specialist physicians who choose to work in the Health Maintenance Organization (HMO) clinics in the Gaza Envelope, according to the definition in the attached circular, are eligible for a significant financial grant, as part of a government program to encourage the recruitment and retention of medical teams in the area. A specialist physician who has not worked in the area since 1.1.2024 and begins work between the program’s publication date (3.2.2026) and 31.12.2026, and signs in advance an undertaking to work until 31.12.2028 (approximately 34 months), may be eligible for a one-time recruitment grant of up to ₪600,000 in the Eshkol Regional Council or up to ₪420,000 in the rest of the Gaza Envelope, depending on the scope of employment. Each HMO has a defined quota of grants according to its relative share in the Gaza Envelope. The HMO will be able to choose among the various applicants for the grant, according to its professional considerations and needs, including the physician’s field of specialization, the physician’s experience, the scope of hours, the work the physician is willing to perform in the Gaza Envelope, the location in the Gaza Envelope where the physician is willing to work, and more.

Eligibility is conditional upon signing an undertaking (Appendix A) attached to the circular before starting work, continuous work in a clinic in the Gaza Envelope, and completion of the full commitment period. Part-time work is eligible for a proportional grant, and in case of termination of work before the end of the period, the funds will be required to be returned.

There is an option for a retention grant for physicians already working in the Gaza Envelope.

The number of grants is limited and the program is valid until 31.12.2028.
