New incentive plan to strengthen medical services in the gaza envelope: Up to NIS 600,000 recruitment grant for new specialist physicians working in the area.
The Wages and Employment Agreements Department at the Ministry of Finance, the Resilience Administration, and the Ministry of Health, in consultation with the HMOs, are publishing a unique incentive plan for specialist physicians who will work in the community in the Gaza Envelope, with the aim of strengthening healthcare services in the area and ensuring professional, accessible, and quality medical service for all residents of the area.
The plan was formulated after joint staff work and focuses on recruiting new physicians to the Gaza Envelope. Within the framework of the plan, recruitment grants of up to NIS 600,000 will be awarded to new physicians employed by HMOs in the Gaza Envelope, depending on the duration of commitment. Retention grants of up to NIS 70,000 will also be awarded to specialist physicians employed by HMOs in the Gaza Envelope, subject to their commitment to continued employment in the area. The scope of the plan is approximately NIS 10 million over three years, from the Resilience Administration’s budget.
It should be noted that this is a dedicated and focused incentive, which is not part of the regular salary, and is intended to address the unique challenges of the Gaza Envelope. The plan will come into immediate effect and constitutes an additional component in the government’s effort to strengthen the health and resilience of the Gaza Envelope as part of a program to make medical services accessible and enhance them in the area, by increasing the number of physicians and improving the quality of medicine in the area.

The joint plan with the Resilience Administration to encourage physicians to work in HMOs in the Gaza Envelope is a significant step in expanding and improving health services in the area for the benefit of the residents.”
Director-General of the Ministry of Health, Mr. Moshe Bar Siman Tov: “The healthcare system is committed to strengthening health services in the Gaza Envelope and ensuring professional, accessible, and quality medical response for residents. The new incentive plan is another step within this framework and is intended to encourage physicians to join the community system in the Gaza Envelope and strengthen the local medical teams, and will ensure that the healthcare system there continues to develop and provide high-level care. At the same time, we are committed to retaining physicians in the area and supporting the growth of local teams, so that every resident can enjoy stable and professional medical services over time. Investment in community medicine in the area is important for the benefit of the residents of the area and for its continued development.”
Aviad Friedman, Head of the Resilience Administration: “The Resilience Administration aims to provide an appropriate response to the growing health needs of the residents of the Gaza Envelope, including improving the quality and accessibility of advanced health services through the opening of new clinics, the development of consultative medicine, and strengthening the medical system, among other things, by preparing for the expected demographic growth in the coming years.”
