The district is managed by Sahar Haddad-Daoud, a social worker and resident of Kafr Yasif, who brings with her many years of experience from the world of treatment, including managing a shelter for victims of violence in Arab society. From the understanding that real change cannot be created without also treating the offender, the family, and the environment, Sahar chose to join the Prisoner Rehabilitation Authority and take part in shaping long-term rehabilitation processes.

Today, the Northern District, one of the three districts in the Authority, accompanies more than 600 released prisoners at this time, including adult men, teenagers, young adults, and women. The district’s activity spans three regions – the Galilee, Haifa, and the Valleys, and includes dedicated units for youth and young adults and for released female prisoners, alongside hostels, transitional apartments, and day centers for unique treatment, including dedicated frameworks for domestic violence offenders and prisoners from Arab society.
The management and employees of the Northern District work day by day with commitment and belief that proper rehabilitation is not only a second chance for the individual, but security and resilience for society as a whole.
“True rehabilitation does not end with the person himself,” says Haddad-Daoud. “Only through joint work with bodies and partners, the courts, the Prison Service, local authorities, law enforcement agencies, and various community factors, can change be created that will last over time and prevent a return to the cycle of crime. This is a mission, and it is work that provides real meaning.”

During the tour and meeting, key professional issues were discussed, with an emphasis on regulating the activity of the new local council, following the transition from a local committee in a regional council to an independent local council, including resource allocation, establishment of management mechanisms, and completion of establishment processes, alongside additional challenges facing the authority.
The Director-General of the Ministry was impressed by the professional work in the authority and emphasized that the Ministry of Interior will continue to accompany the local council of Tzur Hadassah and assist in formulating solutions that will strengthen organizational and managerial stability and local development.

Israel's Ministry of Labor issues Request for Information to create an AI Regulatory Sandbox for construction, promoting worker safety and operational.
The Ministry of Labor is publishing a Request for Information (RFI) to examine the establishment of a Regulatory Sandbox for AI Technologies in the Construction Industry. The program is intended to promote innovative solutions based on Artificial Intelligence (AI) to improve worker safety, operational efficiency, and risk management on active construction sites.
The RFI is designed to enable the Ministry to learn from the field, identify promising technologies, and examine regulatory barriers that hinder their implementation in Israel. The information collected will serve as a basis for designing the program, selecting future pilots, and formulating regulatory policy that supports innovation and safety.
Who is the RFI for?
The Ministry invites relevant parties to present ideas, technological solutions, and proposals for regulatory adjustments, including:
Technology and Research: Technology companies, startups, research bodies, and academia.
Execution and Infrastructure: Contractors, developers, infrastructure and governmental companies, local authorities, and Engineering, Procurement, and Construction (EPC) management companies.
Equipment and Logistics: Manufacturers and importers of construction equipment, lifting equipment, and safety equipment.

The indictment filed by Adv. Shlomit Malko from the Southern District Attorney’s Office reveals that starting in 2002 and for approximately ten years, the accused committed sexual offenses against his daughter B., born in 1996. Starting in 2012, when his daughter A. reached the age of 6, he also began committing sexual offenses against her, for about eight years.
From the description of the charges, it appears that when B. was 6 years old, the accused called her to the kitchen, covered her eyes under the pretext of a game, and said, “I will give you a tasty sausage now, tell me what you taste.” He then inserted his penis into her mouth and asked, “What are you tasting?” and she replied, “Chocolate.”
During this period, the accused used to enter rooms where the minors were sleeping and touch them without consent. In some cases, he would pull down B.’s underwear and rub his penis against her, and with A., he used to perform oral sex. On one occasion, when the minor A. was about 10 years old, the accused took her to his bedroom, where he exposed his penis to her and placed her hand on it while it was covered by a sheet. When A. reached the age of 12, the accused used to call her to stand between his legs and touch her genitals.
Furthermore, during the period, the accused used to hit A. and unlawfully assault her by slapping her face, pushing her, and hitting her on the head. In addition, during 2024, he asked A. not to turn to the police so that his life would not be ruined.
The accused was charged with offenses of rape, sexual offenses within the family (indecent act), aggravated assault (family member), and obstruction of an investigation.
A request for arrest until the end of proceedings was simultaneously filed against the accused.
The case was investigated by the Kiryat Gat police station.
Beersheba Magistrate's Court jails two men convicted of aggravated theft for stealing property from victims of the Nova festival massacre on October 8, 2023.
The amended indictment, filed by Adv. Adar Bachar from the Southern District Attorney’s Office, in which the defendants confessed, states that on 8.10.23, the two, along with another person, traveled to the area of the “Nova” party, where the previous day at least 347 civilians and 17 police officers were murdered. Upon arriving in the area, while the defendants waited in their vehicle, the additional person toured the party complex and collected property belonging to civilians murdered in the terrorists’ attack. Among other things, jewelry, tools, a socket set, and other property were collected.
In light of the above, the defendants were convicted of theft under aggravated circumstances.
As part of the sentencing arguments, Adv. Bachar stated: “This is a case with unique and difficult circumstances, and the defendants’ actions must be condemned. They, shortly after the terrible disaster that befell the country, joined forces with another and took property belonging to the victims of the Nova massacre. The defendants exploited the situation that prevailed in the country at that time to carry out their scheme…”.
In the verdict, the Beersheba Magistrate’s Court Judge, Amir Doron, stated: “The morning of October 7, 2023, was one of the hardest days in the country’s history. The country experienced a planned campaign of murder and destruction, which caused significant damage, both physical and property, manifested in various strata of Israeli society in general, and among the victims of the massacre and their families in particular.”
He further added: “The defendants failed in a particularly despicable and difficult moral and ethical manner. The defendants demonstrated in their actions, carried out jointly with another, a gross trampling of every basic component of human compassion. The defendants stole equipment from the massacre victims, while their blood cries out from the ground before them. The defendants stole, for the sake of money, equipment from anyone they could, with an emphasis on property of considerable economic value.”
The judge also noted: “Taking the property of murder victims near the time of their death is an act that should be seen as a ‘violation of the sanctity of life,’ constituting behavior contrary to all moral codes, both ancient and modern.
Theft from a massacre scene is not only an injustice to the victims; it is considered a ‘stain on our honor,’ eroding social trust and the sense of brotherhood.”
Regarding the fine component, Judge Doron noted: “Due to the fact that the criminal offenses were committed for financial gain, it is important to impose a financial penalty on the defendants.”
In light of the above, the court sentenced each of the defendants to 38 months of actual imprisonment, a suspended sentence, and a fine of NIS 45,000.
Ukraine's Jewish communities convened an emergency meeting to address the severe energy crisis and war impact, leading to a new aid program formulation.
The meeting was convened at the initiative of the Minister in the Ministry of Finance, responsible for the rehabilitation of the South and the North and the head of the Nativ organization in the Prime Minister’s Office, Ze’ev Elkin, and the Chairman of the Executive of the Jewish Agency for Israel, Maj. Gen. (res.) Doron Almog, following requests received from Jewish community leaders asking for assistance.

Israeli officials and educators convened January 15 for a study day on public and social sector employee retention, discussing training impact on organizational.
On January fifteenth, approximately sixty participants – senior officials from the Ministry of Welfare, consultants, and representatives from central schools – convened for a study day on the core issue of the public and social sector in Israel.
The day opened with greetings from Ms. Iris Florentin, Senior Deputy Director General and Head of the Strategy Administration at the Ministry of Welfare, followed by a comprehensive overview presented by Dr. Nurit Segev, Director of the Central School, detailing the school’s activities during the 2024-2025 academic year and the main directions of work for 2026.
Dr. Shlomit Avni Vakin, Senior Director of MTOH, shared a broad ministerial perspective on employee retention activities, and Haya Bahar Amzaleg presented the findings of a new longitudinal study on field training, examining the direct impact of training in social services departments on organizational resilience and long-term employee retention.

The center of the day featured a highly instructive panel titled “The Challenge of Employee Retention,” moderated by Rakefet Atzmon and featuring Mr. Ido Zloty, Director of the Social Services Department at the Sderot Municipality, Ms. Liat Halavetz, Director of the “Professions in Shortage” program at JDC (Tevet), and Dr. Shlomit Avni Vakin, Senior Director of MTOH.
