minister of Foreign Affairs Gideon Sa’ar today (Monday, 1 December 2025) signed a bilateral framework agreement and an implementation agreement with Cambodia’s Minister of Labor and Vocational Training, Mr. Heng Sour, for the employment of thousands of Cambodian workers in Israel in the field of agriculture.
The agreement was led by the Consular Division of the Ministry of Foreign Affairs.
In the first phase of implementing the agreement, more than 4,000 Cambodian workers will be recruited for employment. Later, it will be possible to increase the number of Cambodian workers in israel and expand recruitment to other areas of employment required in Israel.
The bilateral framework agreement and the implementation agreement signed today are the foundation and guiding principle for safeguarding the rights of foreign workers coming to work in Israel.
Today’s agreements with Cambodia add to a range of bilateral deals signed with several other countries over the past year in this area, alongside future agreements planned as part of Israel’s ongoing initiative to support local employers experiencing labor shortages in different sectors.
