Jerusalem, 26 June, 2025 (TPS-IL) — It is now mandatory in Israel for the construction of solar energy production facilities on the rooftops of all non-residential new buildings.

The regulations require the installation of photovoltaic installations in new non-residential buildings whose roof area is greater than 250 square meters. In addition, the regulations require the installation of a photovoltaic installation with a power of 5 kW in ground-mounted housing units whose roof area exceeds 100 square meters. The regulations also require preparations to be made for the installation of photovoltaic installations in new residential buildings whose roof area exceeds 250 square meters.

At the same time, in May of this year, the Ministry of Energy and Infrastructure, in cooperation with the National Planning and Building Council, approved the addition of a requirement to install photovoltaic panels also on roofs above infrastructure installations. All of this, with the intention of encouraging and incentivizing the construction of installations larger than the required minimum.

The State of Israel is a small country with limited land resources and the highest population growth rate among OECD countries, explained the MINISTRY OF energy. The combination of these two characteristics creates an increasing burden on the dense urban space and requires intelligent use of space in Israel. Roofs are the upper facade of the building (and therefore are also called the “fifth facade”). Today, they are mainly used for various operational systems, and in many cases remain unused altogether.
