‘Electronic Handcuffing’ of Abusers of Women Ends First Year

Jerusalem, 5 August, 2025 (TPS-IL) — One year since the “electronic handcuffing” law was implemented, 25 protection orders with electronic monitoring were issued to women victims of violence by the courts after a recommendation of social services. Data published by the Ministry of Welfare and Social Security indicates that as of the end of July 2025, 75 judicial orders were issued to conduct hazardous assessments, of which 54 were carried out.

Amendment 19 to the Domestic Violence Prevention Law allows courts to order technological supervision in a protection order, a significant step in the fight to prevent repeated harm to high-risk women.

The amendment allows the police, with the approval of the courts, to install a GPS-based electronic component that tracks the suspect in order to ensure that he is staying away from the complainant and does not pose a danger to her, and also allows the Ministry of Social Affairs to add the electronic response to the series of responses that the ministry offers to handle various cases of domestic violence.
