IDF Chief of Staff emphasizes strengthening home front-IDF partnership for future campaigns, highlighting lessons learned from Oct 7th and a new strategy.

The “Leaders on the Home Front” conference took place today (Tuesday) with the participation of the Minister of Defense, Israel Katz, the Chief of Staff, Lt. Gen. Eyal Zamir, the Commander of the Home Front Command, Maj. Gen. Shi Klapper, heads of local authorities, and other participants.

During the conference, the Chief of Staff held a discussion with heads of local and regional authorities, senior security officials, and emergency and rescue organizations, emphasizing that strengthening the strategic partnership is a vital infrastructure for the home front’s effective response to a future campaign.

The Chief of Staff, Lt. Gen. Eyal Zamir, said: “This conference and the people in it represent a mobilized nation. In the past two years, we have seen before our eyes that it is not only the strength of the army that is decisive, but also the strength of the entire nation. The most important and vital cornerstone is the local authority – your ability to function in emergencies affects our ability in the IDF to function.”

“We are building a new strategy in the IDF centered on war by surprise – this is our reference scenario. We have learned lessons from October 7th – we have made changes in readiness, in orders, deepened our understanding of the gaps, and have addressed and continue to address them – we are working to move forward.”

“We stand on controlling lines, holding ground, and operating offensively against every threat that emerges before us – there is no more containment, and there will be no more terrorist organizations and proxies based on our borders. This is our duty to you and to the residents in your authorities – to prevent any threat from emerging before you.”

“I was at several impact sites during Operation ‘With All Your Might’ and saw the joint response of the local authority and Home Front Command personnel. Your work on the home front allows the IDF the quiet to do what is needed where it is needed.”

“In the most complex hours, local authority heads serve as a pillar of support for the public and residents – you are an integral part of the effort to maintain the security of the citizens of the State of Israel. The civilian resilience and personal responsibility demonstrated by the public in Israel is a source of our strength, and it is what enables our continued operations.”

“We will know how to prepare and act in the face of various developments, we are preparing for surprises. Readiness for war is our compass, we are constantly working to maintain the security of the state and its citizens.”

The Commander of the Home Front Command, Maj. Gen. Shi Klapper, added: “The Israeli home front is the strongest in the world, I think everyone here has the role of ensuring this, and this is exactly what we are doing here. This conference is being held to increase preparedness, readiness, to consolidate all debriefings and implement them in the authorities themselves.”
