According to the indictment filed by Adv. Tal Salganik from the Tel Aviv District Attorney’s Office, Tzabari repeatedly violated the conditions imposed on him as part of a supervision and monitoring order issued in 2017, after he was released from a prison sentence he served for a long list of serious sexual offenses he committed between 2011-2014. Among other things, he chatted with a minor on TikTok, purchased sexual services in which he received pornographic images and videos, possessed pornographic materials on his mobile phone, and browsed and searched the internet for sexual content.

The prosecution requested that Tzabari be detained until the end of legal proceedings against him, stating that he is a “ticking time bomb.” The request stated that previous prison sentences and the supervision order imposed on him did not deter him from returning to and violating the supervision order, posing a real risk to many minors in public and online spaces. It was also noted that Tzabari’s actions, continuing to prey on minors and violating court orders time after time, and evading his supervising officers, demonstrate that supervision orders do not deter him. “He has no fear of the law and his great danger to the public of minors cannot be neutralized except by placing him in custody behind bars.”
