Approved in preliminary reading: Minimum fine of NIS 100,000 for person convicted of possession of illegal weapon

Knesset approves preliminary reading of bill proposing minimum NIS 100,000 fine for illegal weapon possession. Aimed at enhancing citizen safety in Israel.

​In its sitting on Wednesday, the knesset plenum voted to approve in preliminary reading the Penal Bill (Amendment—Fine for Possession of an Illegal Weapon), 2024, sponsored by MK Michael Biton (Blue and White—National Unity Party). In the vote, 20 Members of Knesset supported the bill, versus one opposing vote, and it will be turned over to the House Committee to determine the committee in which the bill will be deliberated.

It is proposed to enact a temporary provision stating that in addition to the prison sentence imposed for possession of an illegal weapon, the court will also impose a monetary fine in the amount of up to NIS 226,000 and at least NIS 100,000 upon a person convicted of this offense.

The explanatory notes to the bill state: “The problem of possession of illegal weapons has recently become a phenomenon that endangers the wellbeing of the citizens. Illegal weapons serve as one of the main causes for the increase in the number of murders and violent incidents, and also serve for the purpose of committing additional criminal offenses and for perpetrating terrorist attacks. The scope of violence and use of illegal weapons undermines severely the sense of security of the state’s citizens.”
