In its sitting on Wednesday, the Knesset Plenum voted to approve in first reading the Additional Budget for Fiscal Year 2025 Bill, 2025. In the vote, 42 Members of Knesset supported the bill, versus 37 who opposed it. The bill will be turned over to the House Committee to determine the committee in which it will be deliberated.
It is proposed to increase the budget framework for 2025 by a total amount of up to NIS 30.8 billion, among other things due to the heightened security activity as part of the significant military actions, including the campaign against Iran and the security forces’ activity in this context. This increase of NIS 30.8 billion will be divided among the following budget items: Ministry of Defense, allocations for the National Insurance Institute, various security expenditures and payment of interest and fees.
Additionally, it is proposed to stipulate that the expenditure budget for fiscal year 2025 will stand at about NIS 786.7 billion (net budget), which consists of a regular budget of about NIS 578.8 billion and a development and capital account budget of about NIS 207.9 billion.
The explanatory notes to the bill state: “In accordance with Government Resolution No. 3326 dated August 19, 2025 with regard to the required legislative amendments in the fiscal frameworks law and in the budget for 2025; in order to adjust the expenditure limit for 2025 so as to enable an increase of NIS 30.849 billion in the permitted government expenditures for 2025, it is proposed to approve an Additional Budget for Fiscal Year 2025 Bill, which will amend the provisions of the Budget for Fiscal Year 2025 Law, in such a way that will reflect an increase in expenditures for security needs and civilian needs as stated.”
