The district is managed by Sahar Haddad-Daoud, a social worker and resident of Kafr Yasif, who brings with her many years of experience from the world of treatment, including managing a shelter for victims of violence in Arab society. From the understanding that real change cannot be created without also treating the offender, the family, and the environment, Sahar chose to join the Prisoner Rehabilitation Authority and take part in shaping long-term rehabilitation processes.

Today, the Northern District, one of the three districts in the Authority, accompanies more than 600 released prisoners at this time, including adult men, teenagers, young adults, and women. The district’s activity spans three regions – the Galilee, Haifa, and the Valleys, and includes dedicated units for youth and young adults and for released female prisoners, alongside hostels, transitional apartments, and day centers for unique treatment, including dedicated frameworks for domestic violence offenders and prisoners from Arab society.

The management and employees of the Northern District work day by day with commitment and belief that proper rehabilitation is not only a second chance for the individual, but security and resilience for society as a whole.

“True rehabilitation does not end with the person himself,” says Haddad-Daoud. “Only through joint work with bodies and partners, the courts, the Prison Service, local authorities, law enforcement agencies, and various community factors, can change be created that will last over time and prevent a return to the cycle of crime. This is a mission, and it is work that provides real meaning.”
