We are proud to launch Directive Commissioner 06.3, a significant milestone in managing human capital in the civil service.
This initiative is the result of intensive and professional work led by the Welfare Department at the Civil Service Commission, in close and fruitful cooperation with our partners: the Senior Department of Digital Technologies and Information and the Strategy Department at the Civil Service Commission, Sigma teams, and the Ministry of Labor.
The new directive brings two main messages: regulatory standardization and managerial innovation.
1. Standardization, Uniformity, and Certainty (The Legal Basis)
- Creating a uniform and clear standard for the entire civil service.
- A holistic view with full and clear regulation of employee rights according to the law – who is entitled, under what conditions double entitlements can be approved, and when the law does not allow it.
- We have created a uniform language across all government ministries, ensuring that every parent receives exactly what they are entitled to by law.
2. Our Innovation: Smart Management and Minimum Bureaucracy
- Minimum bureaucracy, maximum service.
- Full digitization of the process across the entire civil service through the “Entitlement Fulfillment” system.
