More Than Three Millions Residential Apartments in Israel

Israel's Central Bureau of Statistics reports over 3 million residential apartments as of July 2025, with owned units at 69.8% and rental units at 29.6%.

Jerusalem, 22 March, 2026 (TPS-IL) — Israel’s Central Bureau of Statistics reported that, as of July 2025, there were approximately 3.02 million residential apartments/housing units in Israel. Of these, 2.1 million were owned apartments, which are 69.8% of all apartments, approximately 892,400 were rented apartments (29.6% of apartments), and approximately 18,100 apartments were in private assisted housing (0.6%).

In the years 2013-2025, the average annual growth rate of the number of rental apartments was 3.5%, higher than the average annual growth rate of all apartments – 1.9%.

Apartments for rent:

81.3% of rental apartments were rented by private individuals, 6.4% by public housing companies, 4.6% by kibbutzim and moshavim, 3.9% by private companies and 1.1% by other entities (2.7% unknown).

The highest percentage of rented apartments is in the Tel Aviv District (40.4%), and the lowest – in the Northern District (20.6%).

Notable cities with a high percentage of apartments for rent are: Harish (52.1%), Tel Aviv-Yafo (49.4%) and Givatayim (42.6%). Local councils with a high percentage of apartments for rent are Mitzpe Ramon (56.1%) and Kiryat Arba (45.3%).

In 2024-2025, 13.3% of rental apartments changed tenants. The rates in Tel Aviv-Yafo and Be’er Sheva were higher (22.6% and 20.2%, respectively).

Public housing

In 2025, the number of apartments in public housing was 59,900 apartments (45,100 apartments and another 14,860 apartments in public assisted housing), compared to 67,100 apartments in 2013 (56,500 apartments and another 10,600 apartments in public assisted housing). In the years 2013-2025, an average of 1.7% of apartments were removed from the public housing stock (excluding public assisted housing) each year.

More than half of public housing is located in the southern and northern districts (35.4% and 17.9%, respectively).
