Jerusalem, 4 June, 2026 (TPS-IL) — The Jerusalem Customs and VAT Investigation Unit, in cooperation with the Ben Gurion Airport Import Control Unit and VAT, is conducting an investigation against Oren Suissa and Amir Bar, who are suspected of allegedly smuggling tens of thousands of units of electronic cigarettes and issuing fictitious invoices in amounts of tens of millions of Shekels.
In recent months, the Ben Gurion Airport Import Control and Customs Control Unit seized a shipment containing 31,000 electronic cigarettes in the name of the suspect Amir Bar. The shipment was declared to be cigarettes without liquid, when in fact a small quantity of cigarettes were without liquid, and next to it were found 24,000 units of electronic cigarettes with liquid, for which it is estimated that the total tax that should have been paid is 18 million Shekels. In a search conducted at the suspect’s home, hundreds of thousands of shekels were seized, as well as tens of thousands of dollars and euros, the origin of which is being investigated.
According to the suspicion, the import of the electronic cigarettes was registered in the name of Amir Bar, but in fact the actual importer was the suspect Oren Suissa.
The arrest request alleged that Oren Suissa managed and controlled various companies and traders in order to import electronic cigarettes with liquid in their name and sell them for millions of shekels, without reporting them to the tax authorities.
