The Ministry of Environmental Protection Issues a Call for Proposals to Support Public Institutions that Work to Protect Animals

The Ministry of Environmental Protection, through the Animal Welfare Fund, is issuing a call for proposals to support public institutions that promote animal welfare. The Ministry’s support will amount to up to 400,000 ₪ per organization, with a total budget of up to 4.5 million ₪. The Ministry of Environmental Protection will provide this funding to institutions and organizations that advance animal welfare, including educational and outreach activities for animal protection, in accordance with the Animal Cruelty Law.

Minister of Environmental Protection, Idit Silman: “The Ministry of Environmental Protection believes it’s of great importance to care for animal welfare. We at the Ministry see the nonprofits and organizations that work for animal welfare as natural and essential partners in this field. Each year, the Ministry allocates a budget to enable the continuation of the vital work of these non-profits and public institutions, which are active in protecting abandoned animals, those that have suffered abuse, and those that have been severely neglected”.

Gali Davidson, Director of the Animal Protection Division at the Ministry of Environmental Protection: “Even during this complex time, it is important to care for the animals among us. The Ministry’s support for organizations and public institutions that care for animals is vital for improving their welfare”.

An institution wishing to submit an application for support must be a public institution as defined in Section 3a of the Budget Foundations Law, and it must meet the following two conditions:

  1. Its stated goals, as registered by law, are to promote animal welfare, including education and outreach for animal protection
  2. Its members, as registered by law, do not include a local authority of any kind or an association of towns for veterinary services

The Ministry’s support will be granted for one or more of the following activities:

  1. Establishing, improving, or renovating facilities for housing and treating animals
  2. Housing and treating animals
  3. Spaying and neutering of animals
  4. Educational and outreach activities concerning the promotion of animal welfare and their protection

Applications for support can be submitted starting today, September 3, 2025, until Sunday, October 19, 2025.

The financial assistance provided by the Ministry is intended to support organizations working for the welfare of animals in Israel and to encourage actions that will bring about change and improvement in this important field. The Ministry of Environmental Protection will continue to act on behalf of animal welfare and invites all eligible organizations to submit their applications and join this vital effort.
