Tender for Planning & Building Committee Management System
Israel's Planning Administration is tendering for a new system to manage Planning and Building Committees for the National Licensing Authority, seeking bidders.
Nature of Services:
The Planning Administration (“the Employer”) hereby publishes tender 1/2026 for a system for managing a Planning and Building Committee for the National Licensing Authority in the Planning Administration (“the Tender”).
Eligibility Requirements for Submission of Candidacy:
- Any bidder who meets the eligibility requirements for participation in the tender, as listed below, by the deadline for submitting proposals, is eligible to participate in the tender.
- Proof of meeting the eligibility requirements listed below shall be provided in accordance with the instructions in the proposal booklet (Chapter B).
Administrative Eligibility Requirements
- If the bidder is required by law to be registered in Israel, they must be duly registered.
- The bidder complies with the requirements of the Public Contracts Law, 1976 (hereinafter: “the Public Contracts Law”).
Professional Eligibility Requirements
The bidder meets the requirements detailed below:
- From 2020 until the deadline for submitting proposals, the bidder has been actively providing usage rights for a proposed Planning and Building Committee management system, as well as support and maintenance services for the aforementioned system, for at least 3 local Planning and Building Committees and/or regional Planning and Building Committees.
- Development Team – The bidder must present a list of at least 3 employees who are their permanent employees (not subcontractors), with at least 3 years of experience in developing and implementing systems for managing a Planning and Building Committee.
- Project Manager – The bidder must present a senior project manager with at least 5 years of experience in managing complex implementation projects in the public sector.
Contract Period:
The estimated date for the commencement of services is May 2026, subject to the tender procedures, and the signing of the agreement by authorized signatories, for a period of one year (hereinafter: “the Agreement Period”).
The winner declared in the tender will sign a contract agreement (attached as Chapter D) with the Employer for a period of 12 months (“the Contract Period”), with the Employer having the right to extend the Contract Period for additional periods, up to an additional 48 months.
Timelines and Details on Submitting Proposals:
- Please note – questions and clarifications should be submitted via the Yahalom system, as stated in section 3.5 of the tender documents, by 05/03/2026 until 12:00 PM. Answers will be published on the Planning Administration’s website www.iplan.gov.il under Publications/Tenders/Service Tenders and in the Yahalom system.
- The bidder must submit their proposal on the Government Procurement Administration’s Yahalom system online only, starting from 16/03/2026 at 9:00 AM until 24/03/2026 at 2:00 PM.
- For the avoidance of doubt, it is clarified that in case of any contradiction or inconsistency between the wording of this announcement and the tender documents, the tender documents shall prevail.
