Public Housing Report for 2024 Shows ‘Broad Surge in Activity’

Jerusalem, 28 July, 2025 (TPS-IL) — Israel’s Ministry of Construction and Housing published the Public Housing Report for 2024, a comprehensive document that reflects the ministry’s activity and the main trends in the field of public housing over the past year. The report shows that in 2024, there was a broad surge in activity, including renovations, maintenance, apartment purchases, service improvements, and extensive integration into urban renewal projects.

Renovations and maintenance:
The report indicates an increase of approximately 61% in all apartment renovation activities, carried out in three tracks: apartments preparing for re-occupancy, occupied apartments, and ongoing maintenance. A significant jump of 176% was recorded in renovations carried out in occupied apartments compared to 2020.

Purchase of new apartments:
In the years 2022–2024, 1,043 apartments were purchased across the country at a total cost of approximately 2.02 billion Shekels ($600 million).

257 apartments were purchased in 2024 alone, spread across 61 local authorities and in tracks tailored to the needs of eligible waiting residents, including for the disabled and new immigrants.

The scope of savings in the purchase was an average of approximately NIS 95,000 per apartment, 4.85% less than the asking price.

Urban renewal in the public housing stock:
The ministry continues to systematically promote the integration of public housing in urban renewal projects. In 2024, 2,453 public apartments were integrated into urban renewal projects, three times the annual average for the previous three years.

106 new apartments were actually delivered, a significant increase from previous years. All this while maintaining the rights of tenants, with individual support and regulatory regulation according to law.
