Plan Will Allow Areas Designated for New Hotels to Also Be Used for New Housing
National Planning Council approves groundbreaking reform allowing hotels in Israel to also include residential properties, boosting tourism potential.
Jerusalem, 2 December, 2025 (TPS-IL) — The National Planning and Building Council today approved the reform led by the Ministry of Tourism and the Planning Administration to add residential properties to land designated for hotels.
The new plan will be submitted for government approval and will then enter into force.
The Ministry of Tourism and the Planning Administration said the decision of the National Council is a “planning revolution and constitutes a necessary step towards realizing the enormous tourism potential of the State of Israel. The approved hotel chapter anchors a balance between promoting essential hotel development and strictly preserving the values of the public, the landscape and the environment.”
