Israel Holds Exercise in Case of Massive Emergency Jewish Immigration Wave
Jerusalem, 27 November, 2025 (TPS-IL) — Israel’s Ministry of Immigration and Absorption, together with the National Emergency Authority (RAHL), conducted a strategic exercise today (Thursday, November 27) simulating a national emergency scenario for absorbing a massive wave of immigration of Jews from all over the world. The exercise, held at the National College for Israeli Resilience in Ramla, was attended by representatives from government ministries, non-profit organizations, and essential organizations with which the ministry works routinely and in emergencies, and within the framework of which a massive immigration scenario of tens of thousands of immigrants to Israel at once was practiced.
The exercise was conducted as preparation for an emergency immigration to Israel due to concerns about serious anti-Semitic incidents or security incidents that could occur among Jewish communities around the world.
The exercise was based on the lessons learned following the wave of immigration from Russia and Ukraine in 2022 at the start of the war, in which 75,000 immigrants arrived at once. In recent months, the Ministry of Immigration and Absorption has also formulated the “Vasha Nes” plan, which aims to provide an orderly response to a sudden and massive immigration scenario. The exercise brought to light the work of the inter-ministerial headquarters that has been carried out in recent months, and presented for the first time the decision-making mechanism and the State of Israel’s preparedness capabilities for a time of testing.
The exercise day included a number of strategic preparations, including: presentation of a national scenario led by a professional team of government ministries; integrated government preparation with the participation of Minister Ofir Sofer; practical and joint discussions with security, economic, welfare, Population Authority and other bodies, with the aim of examining systemic readiness for absorbing large-scale immigration in an emergency situation.
