Government Approves Billion Shekel Plan for Be’er Sheva

Government approves billion shekel plan to strengthen Be'er Sheva as core city in southern metropolis, boosting innovation and economic development.

Jerusalem, 11 November, 2025 (TPS-IL) — The government on Tuesday approved a plan to “develop and strengthen be’er sheva as the “core city of the southern metropolis,” with an allocation of 1.13 billion Shekels ($350 million) to be invested in a variety of programs and projects to strengthen Beer Sheva’s status.

The main projects that the Ministry of the Negev, Galilee and National Resilience will carry out within the framework of the government’s decision:

Innovation District Manager: Extensive support for infrastructure, development, and marketing of the Innovation District in Be’er Sheva, through the Ministry of the Negev, Galilee, and National Resilience and under the leadership of the municipality.

Innovation Development: The Innovation Authority will work to promote pilots, experiments, and the establishment of startup companies in Be’er Sheva, while increasing the number of high-tech jobs in the area. The budget for the Innovation District and Innovation Development Directorate is approximately 18 million Shekels.

Dual Applied R&D Center: The Ministry of the Negev, Galilee and National Resilience will establish an inter-ministerial team to examine the establishment of an applied research center in the security-civilian field, with a budget of approximately 23 million Shekels.

Investment Basket for Economic Development: A large-scale project initiated by the Ministry of the Negev, Galilee and National Resilience, which will fund regional, innovative projects with a significant economic contribution. With a budget of approximately 18 million Shekels.

The Old City: An investment of approximately 24 million Shekels in construction, renovation, and cultural and tourist activities in the Old City of Beer Sheva.
