Foreign Firms Invited to Apply for New Housing Contracts

Ministry of Construction and Housing invites foreign firms to apply for new housing contracts in Israel, expanding opportunities for international construction

Jerusalem, 18 August, 2025 (TPS-IL) — The Ministry of Construction and Housing published a new call for applications for foreign construction companies to carry out residential construction work in Israel with the aim of maintaining functional continuity in the construction industry. This came after the Ministry published a similar call in July 2024.

The move, said the Ministry, is intended to create immediate responses to the real estate industry, by expanding the number of construction companies in Israel and expanding the number of countries from which companies will be able to access the call for tenders.

As part of the process, the companies that submit applications for the call for tenders will undergo a meticulous and stringent selection process during which they will have to prove international experience in high-quality construction, execution capabilities in advanced technologies.

The move is intended to create immediate responses to the real estate industry, by expanding the number of construction companies in Israel and expanding the number of countries from which companies will be able to access the call for tenders.

As part of the process, the companies that submit applications for the call for tenders will undergo a meticulous and stringent selection process during which they will have to prove international experience in high-quality construction, execution capabilities in advanced technologies.

The winning companies will be added to the companies that won the two previous calls for tenders published by the ministry (in 2016 and 2024) and will be allowed to build housing units in Israel and manage residential construction projects as the entity responsible for all engineering and execution aspects of the project.

The companies will be required to build residential construction in the number of hundreds of thousands of square meters during their period of work in Israel.
