The Jerusalem District Court this week rejected the appeal filed by Guy Rofeh — an obstetrician-gynecologist accused of sexual offenses against a complainant — regarding the decision of the Deputy Director General of the Ministry of Health, Dr. Sefi Mandelovich, to suspend his medical license until further notice. The court also ruled that Rofeh may not present himself as a physician on social media while his license is suspended.
In August, the Ministry of Health decided to impose a full suspension of Rofeh’s medical license, choosing not to adopt the disciplinary committee’s recommendation to impose only a restricted license with significant limitations. The Ministry determined that he may not present himself as a physician, provide medical opinions, or treat or advise patients in any capacity, directly or indirectly.
The ruling upheld the Ministry of Health’s decision, emphasizing that at this stage in the disciplinary process — even before the criminal proceedings have concluded — the primary consideration is the public interest and the protection of patients and public trust.
The Ministry of Health views any harm to patients with the utmost seriousness, especially in cases involving sexual offenses, and maintains a zero-tolerance policy toward conduct that violates professional ethics or undermines public trust. The Ministry will continue to safeguard the public’s health and confidence in the healthcare system, monitor Rofeh’s compliance with the suspension, and take action against any violation of disciplinary measures.
