2025 Corruption Perception Index Released

Israel's score on the 2025 Corruption Perceptions Index drops to 62, a 2-point decrease from 2024, causing its ranking to fall to 35th place globally.

The Corruption Perceptions Index ranks countries and territories around the world by their perceived levels of public sector corruption, on a scale of 0 (highly corrupt) to 100 (very clean). The index is based on data from 13 different sources, including expert opinions and business executives, and countries are included only if they have at least three reliable data sources.

Similar to previous years, the 2025 index indicates that corruption continues to pose a major challenge in many countries around the world. 
The organization notes that most countries have not shown significant improvement in the last decade, and some have even deteriorated, a trend that indicates a weakening of oversight mechanisms, enforcement, and the rule of law. The global average score dropped to a low of 42 points, with over two-thirds of countries scoring below 50.

Israel‘s score in 2025 stands at 62 points, a score that is 2 points lower than the score given to it in 2024. Accordingly, Israel‘s ranking has significantly dropped, from 30th place to 35th place.
This trend reflects ongoing challenges in strengthening transparency, accountability, and public trust in government institutions.

This year, the organization highlights the link between corruption and the weakening of democratic institutions, damage to public trust, barriers to economic and social development, and negative impacts on human rights and security.
The organization also notes that even in countries ranked relatively high, significant challenges are evident in the fight against corruption, and that a lack of institutional independence, political pressure, and damage to the rule of law can deepen negative trends.
The 2025 CPI index indicates that the fight against corruption worldwide is far from over. The data highlights the need for continued strengthening of control mechanisms, enforcement, and transparency, and for fostering a culture of integrity in the public sector.
